Many States have different government authorities responsible
for different areas of conservation; for example, the terrestrial and
aquatic/marine realms are frequently the responsibility of different
departments (Hutchings and Ponder 1999). At the same time, one agency may
have responsibility for both exploitation and conservation (as is the
case, for example, with the Department of Conservation and Land Management
in Western Australia, or Fisheries in NSW). Such an arrangement has the
potential for serious conflict of interest.
